A suitable hand tiller may be acceptable as the auxiliary means of steering where satisfactory to the cognizant [name withheld] steering tiller would not fit on rudder stock. Prove proper operation of the emergency tiller to the satisfaction of a Marine Inspector. 46 CFR 182.620(b)

A vessel must be provided with bilge pumps in accordance with Table 182.520(a): Not more than 49 passengers, 26 feet up to 65. 1 fixed power pump and 1 portable hand pump. Vessel did not have a portable bilge pump. Supply bilge pump with adequate hose to reach all bilge areas and overboard discharge. 46 CFR 182.520(a)

A vessel must carry one floating waterlight. Waterlight for ring buoy was missing. Owner placed new light during inspection. 46 CFR 180.70(d)

Crew training shall be logged or otherwise documented for review by the Coast Guard upon request. The training entry shall include the following information: Date of the training, and general description of the training topics. Man overboard, fire, and abandon ship drills have not been recorded since early 2023. Educated owner and master about drill recording requirements. Documented drills from today's inspection as well as EPIRB test.

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. Dead-end wires found in life jacket stowage compartment. Remove/make wire in compliance with regulations to satisfaction of attending Marine Inspector.

Each disposable hydrostatic release unit (HRU) must be marked with an expiration date of two years after the date on which the unit is installed. Expiry markings on vessel's IBA & EPIRB HRU were either non-existent or marked after two year manufacturer stated expiration. Prove correct expiry marking on HRU's to manufacturer specifications. Make satisfactory to attending Marine Inspector.

A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a dry-dock examination and an internal structural examination at least once every two years. As per her COI, JOURNEY is currently outside compliance and can no longer operate under the conditions of her COI. The vessel may operate in the following alternative services, within the limits of the vessel’s current stability letter: (a) as a small passenger vessel, carrying 6 or less passengers without deck cargo, with one licensed master. (b) as a bareboat chartered recreational vessel carrying 12 or less passengers with no crew provided by the Owner/Operator. Vessel must undergo a satisfactory dry-docking in compliance with 46 CFR Sub-chapter T, in the presence of a USCG Marine Inspector, in order to clear this deficiency.

Strong and effective rudder stops must be provided to prevent jamming and damage to the rudder and its fittings. These stops may be structural or internal to the main steering gear. Vessel did not have rudder stops. Make rudder stops as required as per regulation and to the satisfaction of attending Marine Inspector prior to receiving credit for next dry-docking.

Fireboy not shutting down engine on testing. Demonstrate proper operation of Fireboy shutdown and override.

Forward bilge high level alarm not able to be seen or heard. Demonstrate proper operation.

Portable fire extinguisher under console not serviced. Provide proeprly serviced extinguisher.

Machinery space ventilation covers missing securing snaps. Demonstrate proepr and adequate ventilation covers.

Vessel log not on board or available for inspection. Provide logs showing drills, EPIRB tests and portable fire extinguisher inspections.

Aspirin in first aid kit expired. Replace aspirin.

Ring buoy water light found leaking and full of water. Provide replacement water light.

Engine override for the vessels installed fire suppression system is inop.

03-life jackets need new retro.

First aid kit was found to be water logged and and had expired items in it.

Life jacket donning plaque was unreadable.

P/S nav lights were not working.

Emergency instructions posted were unreadable.

Oil discharge prohibited plaques was unreadable.

VHF Radio does not have GPS capability and does not have the MMSI number programmed 46 CFR 184.502

Owner shall provide evidence of fire fighting servicing and make portable fire fighting extinguishers available for inspection.

Vessels navigation lights must meet the inland navigation rules. Prove operation of navigation light.

Post proper life jacket donning instructions.

Remove all dead end un-used wiring under the operating station.

All-around light inop. Ensure all-around light operational IAW 46 CFR 183.420.

Garbage plaque faded. Ensure garbage policy is legible IAW 33 CFR 151.59.

PFD donning instructions faded. Ensure donning instructions are legible IAW 46 CFR 185.516.

PFD stowage labels faded. Ensure labels are renewed and legible IAW 46 CFR 185.604.

Both portable fire extinguishers shall be mounted at or adjacent to operating station with approved bracket type IAW 46 CFR 181.520.
