PSCO observed painter arrangements on both port and starboard aft life rafts incorrectly installed, preventing liferaft from inflating on its own after floating free. Crew placed painter with weak link properly attached prior to departure of PSCO. 74 SOLAS AM II/13.4.1, LSA Code 4.1.6

Resolution: During construction, the vessel was provided with incorrect sounding table for bilge water settling tank. New sounding tables provided & throughput of the system verified in presence of PSCO and flag state rep. ORB entries before 11Mar10 corrected.
