1730: PSCO observed that when the three way valve of the OCM is in the position for sampling, no effluent was exiting the OCM. Upon removal of the OCM sampling line the PSCO observed that the handle for the three way valve was in the sampling position, but the valve, which should have been opened was actually closed, preventing any effluent from entering the OCM.
