Vessel failed to ensure a marine chemist certified the cargo pump room prior to a marine inspector entering the space. Due to this failure the COC-Initial inspection continued in all areas except the pump room until the space is certified gas free. The master has also been informed that until there COC is issued they will not be authorized to conduct cargo operations.

Resolution: A Marine Chemist was able to attend the vessel, inspected the space, and provided the Coast Guard with a appropriate documentation. The inspection was re-initiated, and a COC has been issued.
