0610 - Before the ship leaves port and at all times during the voyage all life-saving appliances shall be in working order and ready for immediate use. Freefall lifeboat steering system has significantly delayed response requiring 2-3 turns of the helm prior to rudder movement. The maintenance manual indicates rudder response should be immediate to helm movement. 74 SOLAS (14) III/20.2 (17ac)
