PSCO was notified that starting air for vessel was empty due to set telegraph handle between stop and dead slow being in wrong astern position, resulting in a loss of propulsion while entering COTP Zone. Vessel also experienced an electrical failure to the bow thruster while mooring in Benicia, Ca. 74SOLAS(04)II-I/28.1
