The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. For this purpose, means shall be provided to control leaks of flammable liquids. PSCO observed leaks of cargo on #3 cargo pump. Vessel is restricted from discharging cargo with pump #3 until deficiency is rectified. SOLAS 74 (a), 2004 Cons. II-2/4.1

Vessel has several H/V pressure relief valves that are leaking vapor pressure less than 900mm water gauge and not at 30m/S. SOLAS 74 (a) 09 II-2/4.5.3.4.1
