Unless operating exclusively on voyages between ports or places within a single COTP Zone, the master, owner, operator, agent, or person in charge of a vessel subject to this subpart and this section must submit a ballast water report to the National Ballast Information Clearinghouse (NBIC) no later than 6 hours after arrival at the port or place of destination, or prior to departure from that port or place of destination, whichever is earlier. Vessel had an estimated arrival to PUMA oil dock at 0100EDT on 18JUL22. NBIC report was received at 1601EDT on 18JUL22, outside the required six hour window.
Action required: 10 - Deficiency Rectified

Resolution: Vessel has an approved BWTS and proof of NBIC report prior to departure.
