The purpose of this regulation is to maintain and monitor the effectiveness of the fire safety measures the ship is provided with. For this purpose, the following functional requirements shall be met: fire protection systems and fore-fighting systems and appliances shall be maintained ready for use. While conducting the fire drill PSC identified inadequate fire pressure from 02 fire monitors. After 15 minutes the crew discovered a closed deck fire main line cutoff valve to be partially closed. 74 SOLAS (14) 11-2/14.1

Otherwise, vessel must receive approval to run main engine on Heavy Fuel Oil, while in North American ECA. 73/78 MARPOL ANNEX VI/5.5 - 60b/c

2430 - >% Sulfur limits w/in ECA - While ships are operating within an emission control area (ECA), the sulfer content used on board ships shall not exceed 0.1%. The PSCO was notified, that while entering port, the vessel transferred back to Heavy Fuel Oil due to fuel pump malfunction. The vessel had been operating within the North American ECA from 06/13/18 to 06/14/18 utilizing fuel oil that does not comply with MARPOL Annex VI ECA Sulfer limits. 73/78 MARPOL Annex VI/14.4.3 - 10c

Resolution: The Pneumatic control valve was immediately ordered (PO 190JC70105). As temporary solution, the leak from gland packing was minimized.
