Each transfer pipe system must not leak under static liquid pressure at least 1 1/2 times the MAWP. Vessel has not hydrostatically tested its transfer pipe system. Vessel shall not bunker in the United States.

M/V HELGA failed to conduct or log the requirements as per 33CFR164.25 prior to entering United States navigable waters. Primary and secondary steering gear, all internal vessel control communications and vessel alarms, emergency generator, and main propulsion machinery, ahead and astern.

Main and auxiliary steering gear power units shall be capable of being brought into operation from a position on the navigation bridge. In the event of a power failure to any one of the steering gear power units, an audible and visual alarm shall be given on the navigation bridge.Vessels audible and visual alarms failed to operate during steering gear test. Materials readily rendered ineffective by heat shall not be used for fire mains and hydrants. Vessel had a branch line off the Fire Main in the engine room which had a small hole in it.
