When conducting an examination of a towing vessel as required by this subpart, the surveyor must determine whether any defect, deterioration, damage, or modifications of the hull and related structure and components may adversely affect the vessel's seaworthiness or fitness or suitability for its route or service. Vessel rep and ship yard workers identified wasted steel on bow prior to inspection. MI confirmed 04 holes observing daylight from inside the forward most void. Gauging reports have been requested along with repair proposal and welding procedures for repairs.

Resolution: MI witnessed proper fit-up for all steel inserts. Inspected final welds and witnessed successful NDT by way of air lance.

The vessel has been both in satisfactory service insofar as structural adequacy is concerned and does not cause the structure of the vessel to be questioned by either the OCMI, or TPO engaged to perform an audit or survey. MI discovered significant web deflection on starboard side shell framing do to previous allision/collision. Frame also showed significant wastage and in need of crop and renewing. MI requested gauging report, repair proposal with welding procedure.

Each towing vessel must be equipped with navigation lights, shapes, and sound signals in accordance with the International Regulations for Prevention of Collisions at Sea (COLREGS) or 33 CFR part 84 as appropriate to its area of operation. Vessel is missing all required dayshapes. Place dayshapes onboard prior to departure.
