Rescue boats shall be stowed in a state of continuous readiness for launching and shall be provided with sufficient fuel suitable for use throughout the temperature range expected in the area in which a ship operates. Every oil tanker of 150 gross tonnage and above, and every other ship of 400 gross tonnage and above shall be subject to the surveys specified below: the condition of the ship and its equipment shall be maintained to conform with the provision of the present convention to ensure that the ship in all respect will remain fit to proceed to sea without presenting an unreasonable threat of harm to the marine environment. PSCO observed the records of oil water filter throughput is exceeding the amount listed on the International oil pollution prevention certificate.

The company and the ship shall comply with the requirements of the International Safety Management Code. The Company should identify equipment and technical systems the sudden operational failure of which may result in hazardous situations. The safety management system should provide for specific measures aimed at promoting the reliability of such equipment or systems. These measures should include the regular testing of stand-by arrangements and equipment or technical systems that are not in continuous use. PSCE observed SMS procedures did not establish means to provide rescue boat with fuel. PSCE is recommending SMS audit on vessel.

The provision of safe means of access to and throughout the ship, and the satisfactory physical condition of handrails. Multiple handrails found on the ship’s weather deck were showing excessive amounts of wastage.

0640-Distress Flares-All lifeboats shall be equipped with 4 parachute flares, hand flares and buoyant smoke signals. All pyrotechnics on board are expired. SOLAS(74)14 III/13.1.4. LSA 4.4.8, 10c.

064-Distress flares-12 rocket parachute flares shall be carried and stowed on or near the navigation bridge. All pyrotechnics on board are expired. SOLAS (74) 14-III Reg6.3 10c.
