This part contains requirements for the design, construction, installation, and operation of propulsion and auxiliary machinery, piping and pressure systems, steering apparatus, and associated safety systems. Machinery and equipment installed on each vessel must be suitable for the vessel and its operation and for the purpose intended. All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. Vessel had bad vibration on the stbd engine and had a technician come and conduct a vibration analysis. Technician found that the stbd main engine clutch is bad and vessel is awaiting new clutch for replacement. Vessel is restricted from carrying passengers until main engine/cvlutch has been tested satisfactorily in the presence of a USCG Marine Inspector.

(a) The regulations in this part provide a means to minimize the use of intoxicants by merchant marine personnel and to promote a drug free and safe work environment.(b) These regulations prescribe the minimum standards, procedures, and means to be used to test for the use of dangerous drugs.(c) As part of a reasonable cause drug testing program established pursuant to this part, employers may test for drugs in addition to those specified in this part only with approval granted by the Coast Guard under 49 CFR part 40 and for substances for which the Department of Health and Human Services has established an approved testing protocol and positive threshold.

(a) Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. (b) If the cognizant OCMI determines that there is no suitable mounting surface aboard the vessel, the life jacket placards need not be posted but must be carried aboard the vessel and be available to the crew pax.

(b) Piping, valves, and fittings in a fire main system must comply with subpart G, part 182, of this chapter.

At least one ring life buoy must be fitted with a lifeline. Each lifeline on a ring life buoy must be buoyant, be of at least 18.3 meters (60 feet) in length, be non-kinking, have a diameter of at least 7.9 millimeters (5/16 inch), Have a breaking strength of at least 5 kilonewtons (1,124 pounds), be of a dark color if synthetic, or of a type certified to be resistant to deterioration from ultraviolet light. 46CFR180.70(c ). The vessel will be restricted from carrying passengers after July 1, 2023 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Each vessel must be equipped with at least two operable portable battery lights. One of these lights must be located at the operating station and the other at the access to the propulsion machinery space. operating station portable battery lights was not operable. 46CFR 183.430. The vessel will be restricted from carrying passengers after July 1, 2023 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

A vessel must be provided with bilge pumps in accordance with Table 182.520(a). More than 19.8 m (65 ft) requires 2 fixed power bilge pumps. During operational testing line cracked. Vessel was able to correct on the spot.

Vessels fixed power pump that is driven off the main engine has a leaking seal and does not meet the requirements of 46CFR182.530. Vessel must repair leak to the satisfaction of the CG marine inspector prior to carrying passengers.

Vessels bilge piping system to the lazerette is not providing suction as required by 46CFR182.510. Vessel must repair and prove that all 6 bilge suctions are properly functioning prior to carrying passengers to the satisfaction of the CG marine inspector.

Vessel has one portable fire extinguisher that was not annually serviced per 46CFR181.500. Provide evidence of annually servicing to the CG marine inspector with in 14 days. (Extinguisher in excess of COI minimum)

Provide first aid kit, current one is expired and does not meet 46CFR184.710/160.041 to CG marine inspector within 14 days.

Vessels ring life buoys are worn and do not meet the minimum requirements of vessels more than 65 feet in length must carry a minimum of 3 life buoys not less than 24 inches in diameter as required by 46CFR180.70 (a)(3) and (b). Provide 3 new ring life buoys that meet the requirements of 46CFR180.70 and 46CFR160.050.

Vessels first aid kit is expired and does not meet the minimum requirements per 46CFR184.710 and 46CFR 160.041. Vessel has 30 days to correct to the satisfaction of the CG Marine Inspector.

Vessels navigation light bulbs are not made for the light fixture (Perko) as required by 46CFR183.420. Replace bulbs as specified on the navigation light mountings.
