Master and crew shall be familiar with essential shipboard procedures relating to the safety of the ship. Crewmembers failed 02 consecutive fire drills. Communications were not established between the on scene leader and fire fighting team. Crew was not familiar with fire fighting equipment and personal protection equipment. Continued in narrative.

Resolution: PSC members attended the vessel at berth and witnessed a successful fire drill. Class provided a report attesting to the training provided to crew.
