Master and crew shall be familiar with essential shipboard procedures relating to the safety of the ship. Crewmembers failed 02 consecutive fire drills. Communications were not established between the on scene leader and fire fighting team. Crew was not familiar with fire fighting equipment and personal protection equipment. Continued in narrative.
