1835 The venting arrangements shall be so designed and operated as to ensure that neither pressure nor vacuum in cargo tanks shall exceed design parameters. Vessels crew bypassed all cargo pressure relief valves by securing the lifting devises in the closed position. This condition could cause the vessel unable to vent the vapor to atmosphere and cause an pressurization of the cargo tanks. 74 SOLAS(09) II-2 reg 11.6.1 10c
