Oil filtering equipment reffered to in paragraph 2 of this regulation shall comply with paragraph 6 of this regulation. In addition, it shall be provided with alarm arrangements to indicate when this level cannot be maintained. The system shall also be provided with arrangements to ensure that any discharge of oily mixtures is automatically stopped when the oil content of effluent exceeds 15 ppm. PSCO observed oily water separator unable to trigger 2 stage 3 way valve at 15 ppm, as well as OWS unable to run without copious water pouring from top of circulation. Crew was unaable to get OWS operational for testing. MARPOL Annex 1/14.7

Resolution: Received, reviewed and accepted class report from DNV stating the deficiency was rectified. Three-way valve O-ring replaced. Surveyor verified operation of OWS

The purpose of this regulation is to limit the fire growth potential in every space of the ship. For this purpose, the following functional requirements shall be met. Means of control for flammable liquids in the space shall be provied; and the use of combustible materials shall be restricted. PSCO observed oiled materials and collection of oil in voids, bilge spaces, containment, buckets, and stored in storage spaces within the engine rooom, under engine, purifying room, and emergency generator space.

Resolution: Conducted Port State control inspection, PSCO observed all machinery spaces clear of oil materials. Deficiency is rectified to the satisfaction of the Coast Guard.

The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without dangering the ship or persons on board. PSCO observed cascade tank that feeds the engine economizer to be heavily corroded to such that the dividing wall was completely detached and missing from the bottom half downwards. 74 SOLAS (09) I/II (a)

Resolution: Received, reviewed and accepted class report from DNV stating the deficiency was rectified. Soot cascade tank of the economized was repaired to the satisfaction of DNV.

THE ADMINISTRATION MAY PERMIT THE USE OF OIL-LEVEL GAUGES WITH FLAT GLASSES AND SELF-CLOSING VALVES BETWEEN THE GAUGES AND FUEL TANK. PSCO OBSERVED HOSE CLAMPS KEEPING MAIN ENGINE CYLINDER OIL STORAGE TANK AND AUX ENGINE LUBE OIL STORAGE TANK SIGHT GLASSES SELF-CLOSING VALVE RENDERING THEM UNABLE TO OPERATE AS DESIGNED.
Condition: Placed in Improper Service
Action required: 10 - Deficiency Rectified
