The cognizant OCMI may require additional examinations of the vessel whenever he or she discovers damage or deterioration to hull plating or structural members that may affect the seaworthiness or fitness for the route or service of a vessel. Vessel taken out of service by owner and drydocked after a hole was found in the bottom shell plating of the main hold compartment IVO keel and above the shaft. Correct to the satisfaction of attending marine inspector prior to return to service. 46 CFR 137.300(b)

The owner or managing operator of an existing vessel not operating under a stability document must be able to show at least one of the following: (1) The vessel's operation or a history of satisfactory service does not cause the stability of the vessel to be questioned by the Coast Guard. (2) The vessel performs successfully on operational tests. (3) The vessel has a satisfactory stability assessment by means of giving due consideration to each item that impacts a vessel's stability characteristics.
A large steel extension/accommodation space was built onto the aft portion of the house without OCMI notification. As such, the letter from Farrel and Norton Naval Architects dated August 28, 2020 which attests to the vessels stability characteristics is now void. Verify compliance with 46 CFR 144.300 prior to conducting towing operations.
