vessel failed to properly submit an ANOA at least 24 hours before arriving in Captain of the Port Zone Sector Southeastern New England. The vessel arrived at anchor in Newport, RI on September 5, 2023 at 0804 local time and failed to submit an ANOA within the required time. The vessel submitted an initial ANOA at approximately 1955 on September 4, 2023.

Passenger ships of 500 gross tonnage and over shall carry at least one rescue boat on each side of the ship. Port side rescue boat initially failed to start once lowered to the water. After working on the engine, the exam team witnessed a successful engine start within 30 minutes and prior to departure. 74SOLAS20 III/21.2.1

Resolution: Crew recradled the rescue boat to troubleshoot to conduct maintenance on resuce boat. After troubleshooting, the PSC exam team witnessed a successful engine start in the cradle and the water.

Electric radiators shall be fixed in position and so constructed as to reduce fire risks to a minimum. No such radiators shall be fitted with an element so exposed that other similiar materials can be scorched or set on fire by heat from the elements. Surrounding surfaces of overhead and bulkhead material showed signs of scorching.
