Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel's primary steering rudders were stuck hard to port. Diagnose problem and make necessary repairs prior to departure. Provide technician report to Coast Guard once repairs are complete.

Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must: (1) Be maintained to ensure proper operation; (2) Be suitable for route and service; and (3) Have suitable propulsion controls to provide the operator full control at each operating station. Vessel began experiencing steering issues described as "sluggishness" while moving barges in a fleeting area. Issue is not noticeable when "lite" boat. Troubleshoot and repair as required. Deficiency may be cleared to the satisfaction of the TPO with notification made to OCMI within 72 hours of clearing deficiency.
