The master, owner, operator, agent, or person in charge of a vessel equipped with ballast tanks that operates in the waters of the United States must employ one of the authorized ballast water management methods listed in 33 CFR 151.2025(a). Bessel's ballast water management system is inoperable. Vessel has been granted an extraordinary circumstance to employ the ballast water management method listed in 33 CFR 151.2025(a)(3) to conduct cargo operations while in the Sector New Orleans COTP zone. In accordance with 33 CFR 151.2040(b)(3), the vessel must discharge only that amount of ballast water operationally necessary to ensure the safety and stability of the vessel for cargo operations.

To discharge ballast water into the waters of the United States, the master, owner, operator, agent or person in charge of a vessel subject to 151.2025 of this subpart must either ensure that the ballast water meets the ballast water discharge standard in 151.2030(a), use an AMS as described in 151.2025(a)(3), or ballast with water from a U.S. public water system, according to the schedule in paragraph (b) of this section. Subject vessel, of keel laid date 06JAN2015 and ballast water capacity of 18074 m3, is past its compliance date per the implementation schedule in 33 CFR 151.2035 (b). Currently, vessel’s installed BWTS is inoperative. Vessel is not authorized to discharge untreated ballast into the waters of the U.S. without prior written authorization from the local Captain of the Port under the provisions of 33 CFR 151.2040 (b).

1099-other(alarm signal)-The tank overfill alarm required by this section must have audible and visual alarm indications that can be seen and heard in the cargo deck area, and alarm early enough to allow the person in charge to stop the transfer. The overfill alarm light on deck has delay and intermittent flash and is not work as intended. 46 CFR 39.2007 (d) 10 C

0610-Lifeboats- Chemical tankers shall carry lifeboats with a self contained air support system complying with the requirements of section 4.8 of the code. The system shall have visual indicators to indicate the pressure of the air supply at all times. The regulator and pressure gauge leaks, preventing pressurization of the system on the port life boat. 74 SOLAS (14) III/31.1.6 LSA code 4.8 - 10 C

1510-Navigation equipment-All ships of 3,000+ GT shall have a 3 GHz radar or a second 9 GHz radar to determine and display the range and bearing of other surface craft, obstructions, buoys, shorelines, and navigational marks to assist in navigation and in collision avoidance.
