1430 - Auxiliary Engines - The emergency generator shall be provided with a second source of energy for an additional three starts within 30 minutes unless manual starting can be demonstrated to be effective. Ship personal were unable to demonstrate a properly working second means of starting the emergency generator. Manual starting device (inertia) is inoperable - SOLAS 74a II-1/44.2
