The Company Superintendant instructed the chief engineer to defer the overhaul of the vessel's fuel injection valve actuators (FIVAs) from 32,000 hours to "replace when necessary". Deferment lead to a malfunction of the #6 and #8 FIVAs, resulting in an engine slowdown and reduction in maneuverability while underway. Recommend ISM audit of vessel maintenance procedures. SOLAS IX/3.1; ISM Code 10.1
