PSCO OBSERVED EXCESSIVE JACKET WATER LEAK ON MAIN ENGINE #1 CYLINDER. SECTOR NEW YORK HAS ISSUED COTP ORDER 054-23 REGARDING THIS ISSUE. VESSEL HAS BEEN FLAG STATE DETAINED FOR OVERALL CONDITION. COC WAS NOT ISSUED DUE TO DETENTION. PSCO WILL RETURN TO VESSEL FOR COC. 74SOLAS (2020) I/11(A)
