The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids for this purpose, the functional requirements shall be met: … control leaks… limit the accumulation of flammable vapors… ignition sources shall be restricted… ignition sources shall be separated from combustible materials and flammable liquids. PSCO observed approximately 83 5-gallon paint buckets and approximately 52 1-gallon paint thinners are being stored in the steering gear room that is not adequately protected by installed fire-fighting.

Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. 01 Immersion suit was found on bridge with a decent sized hole found in finger webbing. 02 Immersion suits found in Steering Gear Room with lights and whistles detached.

There is drift on both steering pumps. Pump #1 drifts to port and pump #2 drifts starboard while in local control. SOLAS 74(04) II-I 29.2.1-40ac.
