The inert gas system shall be capable of inerting, purging and gas-freeing empty tanks and maintaining the atmosphere in cargo tanks with the required oxygen content. Coast Guard Inspectors found the IGG nitrogen span gas bottle did not specify what value nitrogen content to test to and the vessel was unable to produce documentation contesting to nitrogen content in the bottle. Vessel must produce documentation or replace the span gas bottle to ensure proper operation of the content meter to meet atmosphere oxygen level requirements. SOLAS (20) 11-2/4.5.3.1

Means shall be provided to limit the accumulation of flammable vapors. PSCO found two 55 gallons drums of used oil unsealed and venting into the steering gear space.

Resolution: Drums were emptied into the vessels waster oil tank. Empty drums secured to steering space bulkhead and lids applied.

THE RING LINES AND LETTERS SHALL BE PAINTED IN WHITE OR YELLOW ON A DARK BACKGROUND OR IN BLACK ON A LIGHT BACKGROUND. THEY SHALL BE PERMENANTLY MARKED ON BOTH SIDES OF THE SHIPS TO THE SATISFACTION OF THE ADMINSTRATION. THE MARKS SHALL BE PLAINLY VISIBLE AND IF NECSSARY, SPECIAL ARRANGEMENTS SHALL BE MADE FOR THIS PURPOSE. THERE WERE MULTIPLE PAINTED LOAD LINES FOUND ON BOARD VESSEL WITNESSED BY PSCOS.
