ALL ENGINES IN LIFEBOATS AND RESCUE BOATS SHALL BE RUN FOR A TOTAL PERIOD OF NOT LESS 3 MINUTES, PROVIDED THE AMBIENT TEMPERATURE REQUIRED FOR STARTING AND RUNNING THE ENGINE. DURING THIS PERIOD OF TIME, IT SHOULD BE DEMONSTRATED THAT THE GEARBOX AND GEARBOX TRAIN ARE ENGAGING SATISFACTORILY. PSCO OBSERVED THE RESCUE BOAT UNABLE TO ENGAGE FORWARD OR ASTERN PROPULSION USING THE REMOTE LINKAGE FROM THE MAIN HELM POSITION. 02 ATTEMPTS WERE MADE OVER THE COURSE OF OVER 20 MINUTES WITHOUT SUCCESS.

THE PURPOSE OF THIS REGULATION IS TO PREVENT THE IGNITION OF COMBUSTIBLE MATERIALS OR FLAMMABLE LIQUIDS. PSCO OBSERVED HEAVILY OILED LAGGING UNDER EVERY CYLINDER HEAD ON THE MAIN ENGINE WITH OIL DRIPPING FROM FRAMING, AS WELL AS COLLECTIONS OF OIL IN CONTAINERS STORED IN STORAGE AREAS, INSIDE VOID SPACES IN ENGINE ROOM, AND HEAVILY OILED COMBUSTIBLES BENEATH THE FUEL PURIFYING MACHINERY.
ENGINE ROOM ALSO HAD ASSORTMENTS OF COMBUSTIBLES, INCLUDING OILED RAGS IN BUCKETS AND BOXES ON EVERY LEVEL OF THE ENGINE ROOM AND WITHIN VOID SPACES AS WELL AS STORAGE AREAS IN BOTH.

THE PURPOSE OF THIS REGULATION IS TO PROVIDE MEANS OF ESCAPE SO THAT PERSONS ON BOARD CAN SAFELY AND SWIFTLY ESCAPE TO THE LIFEBOAT AND LIFERAFT EMBARKATION DECK. FOR THIS PURPOSE, THE FOLLOWING FUNCTIONAL REQUIREMENTS SHALL BE MET:
ADDITIONAL AIDS FOR ESCAPE SHALL BE PROVIDED AS NECESSARY TO ENSURE ACCESSIBILITY, CLEAR MARKING, AND ADEQUATE DESIGN FOR EMERGENCY SITUATIONS.
PSCO OBSERVED RESCUE GEAR IN EMERGENCY ESCAPE NOT CORRECTLY STORED TO ALLOW FOR ACTUAL RESCUE. LINE WAS STORED IN A WAY WHERE RESCUERS WOULD NOT BE ABLE TO HOIST THE HARNESSED INDIVIDUALS UPWARDS.

THE CONDITION OF THE SHIP AND ITS EQUIPMENT SHALL BE MAINTAINED TO CONFORM WITH THE PROVISIONS OF THE PRESENT REGULATIONS TO ENSURE THAT THE SHIP IN ALL RESPECTS WILL REMAIN FIT TO PROCEED TO SEA WITHOUT DANGER TO THE SHIP OR PERSONS ON BOARD.
PSCO OBSERVED THE PIPING FOR THE FRESH WATER GENERATOR TO BE HEAVILY CORRODED WITH OVER AN INCH OF BUILDUP AROUND PIPING AND FLANGES. PIPES WERE ADDITIONALLY LEAKING AND CORRODING THE DECK WHERE WATER WAS DRIPPING DOWN TO THE LEVEL BELOW, LEAVING VISIBLE DAMAGE TO THE DECK.
