Fuel leak observed in the bilge of the port hull fuel tank. Remove fuel from the bilge and identify source of the fuel leak. Submit fuel tank repair proposal to USCG for review and approval prior to conducting repairs. After fuel tank repairs are completed, conduct satisfactory hydrostatic pressure tests in the presence of USCG marine inspectors IAW 46 CFR 182.440(c)(1); hydrostatically tested to, and must withstand, a pressure of 35 kPa (5 psig) or 11/2 times the maximum pressure head to which they may be subjected in service, whichever is greater. A standpipe of 11.5 feet in height attached to the tank may be filled with water to accomplish this 5 psig test. 46 CFR 176.700

On a vessel of at least 26 feet in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces. Lazarette, machinery space, main deck non watertight hatch. Attending MI's noted that of the 6 spaces that require high water bilge alarms only the Starboard Engine compartment was operational. Prior to operations with passengers all high water alarms shall be operational. 46 CFR 182.530 (a)

Each child size life jacket must be stowed in a location that is appropriately marked and separated from adult life jackets so the child size life jackets are not mistaken for adult life jackets. Life jackets were stowed in a manner that does not separate child and adult sizes. Attending Mis noted that life Jackets were stowed in a partially submerged environment. Vessel must separate sizes and provide a more suitable manner for stowage to prevent being stored in the bilge water. 46CFR180.78(a)(5)
