Every ship shall be provided with tanks fo adequate capacity to receive oil residues that cannot be dealt with otherwise. Vsl does not use sludge burning incinerator in an effort to maximize profits when selling sludge to ports in Asia. This has caused sludge tank to become overfull and vessel is putting excess sludge into a spare tank. Spare tank must be identified on IOPP as sludge tank.
