The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull. Vessel suffered severe damage to forward starboard pontoon resulting in a hole in the hull. Repair/replace pontoon to like new condition to the satisfaction of a Coast Guard Marine Inspector prior to operation of vessel. 46 CFR 177.100 17 C
