EACH VESSEL VAPOR CONNECTION FLANGE FACE MUST HAVE A PERMANENT STUD PROJECTING OUTWARD THAT HAS A 12.7mm (0.5in)DIAMETER AND IS AT LEAST 25.4mm (1in) LONG. IT MUST BE LOCATED AT THE TOP OF THE FLANGE FACE, MIDWAY BETWEEN BOLTHOLES, AND IN LINE WITH BOLTHOLE PATTERN. PSCO OBSERVED PORT AND STARBOARD, FOREWARD AND AFT VAPOR CONTROL CONNECTION FLANGE FACES MISSING PERMANENT STUD AT THE TOP OF THE FLANGE FACE. OF NOTE, ALL REDUCERS USED HAD PERMANENT STUD PROJECTING OUTWARD. 46 CFR 39.2001(j) 50c

Each vessel of 10,000 gross tons or more must have in addition to the radar system under 33CFR164.35(a) must have, in addition a second marine radar system that operates independently of the first. 10FEB12 vessel submitted technician report stating the S-Band radar was not operational and could not be repaired because parts are not available at this time.
