Crew stated manual call points are tested monthly but could not provide inspection records. Crew tested two manual call points in ECR but had to unscrew and remove the front plate. Water mist instruction manual & fire control plan require 01 smoke and 01 flame detectors over SSDGs. #1 SSDG had 01 flame and 01 heat detectors in the overhead. Before a ship leaves port and at all times during voyage, all lifesaving appliances shall be in working orter and ready for immediate use. PSCO observed steering on the freefall lifeboat inoperable. The steering wheel moved with no rudder action. Repaired by C/E in approximately 15 minutes. Oil was added to the steering mechanism.

Crew replaced fire extinguishers.
