The carriage of solid bulk cargoes other than grain shall be in compliance with the relevant provisions of the IMSBC. The ship shall be suitably fitted and carry on board approrpriate instruments for measuring the following without requiring entry in the cargo space: concentrations of methane in the atmosphere. Vessel did not have an instrument on board to measure methane gas.

Except as provided in regulation 14(2), such covers shall be weathertight and fitted with gaskets and clamping devices. One (01) hatch covers next to the CO2 room was missing dogs to secure the door.

Bulk carriers shall comply with the maintenance requirements provided in regulation II-1/3-1 and the Standards for owners' inspection and maintenance of bulk carrier hatch covers, adopted by the Organization by resolution MSC.169(79). PSCO noted that the clamping devices and check valves for hatch sealing are not being maintained in accordance with MSC.169(79).
