Electric bilge pumps on-board should be model (2000) 10-6UL or 14A-6UL if made by Rule. Aft bilge high water visual and audible alarm inoperable at operating station and forward bilge recognition light at operating station inoperable. Fuel oil filter is half full, engine mount fwd stbd is half unscrewed, batteries are dead, midship compartment is filled with water, midship hatch gasket is worn, fire extinguisher is spent, through-hull valve operation was unable to be witnessed due to configuration. The construction and arrangement of a a vessel must allow for the safe operation of the vessel in accordance with the terms of the Certificate of Inspection. Vessel may not operate/leave the pier until the above items are corrected and an annual inspection is completed by Marine Inspectors.
