Cargo ships... more than 100m shall carry in addition to the life rafts already required a liferaft stowed as far forward or aft, or one as far forward and another as far aft as reasonable and practicable. The life raft on board was inflated due to heavy weather from Hurricane Matthew during transit from Peru and is, therefore, non operational.
