While inspecting the lower level side of the engine room, PSCOs found that the central cooling freshwater system temperature control vale (diaphgram valve 07V based on Ref. Ship Dwg No. 4024-028) was seeping water thru the stem. 74 SOLAS(14) II-1/3-1
