Before the ship leaves the port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. The master of the vessel reported that during the routine testing of the rescue boat, the outboard engine failed, rendering the rescue boat in a non-operational status.

The starboard side life boat would not start during PSCO deck walk. Ships' crew worked on the life boat for two hours and was able to start. 74 SOLAS 2014 III/20.2 10c
