Each emergency generating set arranged to be automatically started shall be equipped with starting devices approved by the administration with a stored energy capability of at least three consecutive starts. While testing emergency generator, PSCO discovered that the emergency generator failed to start 03 times on primary method. Was able to be started on secondary mechanical spring method.

Resolution: Crew replaced and installed new batteries for emergency generator. PSCO observed successful operation of emergency generator 03 times.
