Vessel's fire fighting traning manual states each fire fighter outfit shall be fitted with a hatchet. Vessel's fire figthter outfits have full size axes and no means for crew to carry them. Ship's crew is not utilizing fire axes due to large size and inability to carry them.

That must include detailed reporting requirements and procedures for ports and places in the United States where the vessel may visit. Vessel's ballast water management plan does not include current U.S. ballast water regulations. Vessel is restricted from discharging ballast water in the U.S. waters as it is not incompliance with U.S. ballast water regulations.
