Any discharge into the sea of oil or oily mixtures from the cargo area shall be prohibited except when the instantaneous rate of discharge of oil content does not exceed 30 liters per nautifcal mile and the tanker has in operation an oil dicharge monitoring and control system. PSCO observed rate of dicharge during ODME operation in ORB Part II exceeding that of the ODME Records from the discharge. MARPOL ANNEX I 34.1 / 16bc

The company should ensure that all personnel involved in the company's safety management system have an adequate understanding of relevant rules, regulations, codes, and guidelines. On completion of tank cleaning operations, as much slop shall be decanted as is possible in full compliance with MARPOL and company's environmental policies, allowing the washings to settle at least 24 hours... (SMS/Management System 06-Cargo and Ballast Operations). All diligence must be carried out in ensuring the accuracy and completeness of entries in the Oil Record Book (SMS/Marine Guideline No.2-13-3). As delineated in deficiencies 1-2, the company failed to ensure that all personnel involved in the companies SMS had adequate understanding of the relevant rules, regulations, codes,and guidelines. An additional internal verification of the vessel's SMS, focusing on record keeping, ODME operation, and discharge operations is required. 74SOLAS(20)IX/3.1 ISM CODE 6.4 50bc
