For the purpose of this regulation, the requirements of the Code shall be treated as mandatory. The complany should establish procedures, plans and instructions, including checklist as appropiate, for key shipboard operations concerning the dafety of the environment. The various tasks should be defined and assigned to qualified personnel. PSCO observed vapor leaking from six butterworth tank openings.
