PSCO observed inoperative cargo level gauging system for "2 STBD" and "4 PORT" cargo tanks. The company should establish procedures to ensure the ship is maintained in conforming with the provisions of the relevant rules and regulations. The AMOS preventative maintenance system does not have a maintenance item for steering gear alarms and there are no records on board indicating required steering gear alarms are periodically tested. 74 SOLAS (14) IX/3 ISM part A / 10.1
