PSCO observed entry in ORB indicating sludge from F.O sludge tank was sent to F.O Settling Tank, an operation not authorized as an acceptable means of disposal of sludge on the IOPP certificate form A. Request clarification from certificate issuing authority for continued acceptance.

1730-OWS-PSCO witnessed operational testing of the system, no sample flowing to the OCM and system not operating as designed. Ships crew needed to disassemble sample lines/fittings in order for sample to move through the sample line. Crew was unable to initially produce effluent below 15 ppm. Effluent visibly dirty and filters had last been cleaned on 29APR14. MARPOL ANNEX 1(2011 CONS)14.1

Resolution: SHIPS CREW WAS ABLE TO PROVE PROPER OPERATION OF THE OILY WATER SEPERATOR, WITH A SAMPLE BEING SUPPLIED TO THE OIL CONTENT METER, AND AN EFFLUENT BELOW 15PPM, AS WELL AS PROPER OPERATION OF THE 3WAY VALVE AND ALARMS. DEFICIENCY WAS RECTIFIED ON THE SPOT.
