PSCO observed excess hull growth on the stern and port side of the vessel's hull.

Before the ship leaves port and at all times during the voyage, all life saving appliances shall be in working order and ready for immediate use. While conducting examination of life saving equipment, PSCO noted that the free fall lifeboat was unable to be started. It was determined that the lifeboat was fueled with contaminated fuel. Vessel's crew was able to drain the fuel tank, add fuel, and start lifeboat successfully as witnessed by PSCO. (SOLAS 14 III/20.2)
