PSCO observed rudder angle indicator to be inconsistent with the reading in the steering gear room at the rudder. the inconsistency was between 2-5 degrees in various positions. 74 SOLAS (20) II-1/29.11.1.

The PSCO discovered the vessel operated within the North American ECA from 12 FEB 2018 to 13 FEB 2018 utilizing fuel oil that does not comply with MARPOL Annex VI ECA sulfur limits. MARPOL Annex VI/14.4
