10133 - Bridge operation - All the steering components and the rudder stock shall be of sound and reliable construction to the satisfaction of the Administration. PSCO observed that the steering gear system is incapable of operating in helm follow-up mode with the #1 steering pump. When only #1 steering pump is active and steering is attempted in the helm mode, an alarm is activated and the system overrides to non-follow-up steering control. 74 SOLAS (14 Cons) II-1/29.2.1 60 a/c

Resolution: Received, reviewed and accepted class report from DNV-GL stating deficiency was rectified. Crew disassembled and cleaned #1 steering system, replaced hydraulic oil and filters. System was tested satisfactorily in presence of DNV-GL surveyor.

Cargo ships shall carry at least one rescue boat complying with the requirements of section 5.1 of the code. The plugs on the rescue boat have deteriorated and exposed the buoyancy foam to the elements. In addition an epoxy resin has been applied to the deck of the rescue boat to cover numerous holes and has deteriorated making the compartments below the deck not watertight.74SOLAS(14)III/31. 16ac
