Every crew member with assigned emergency duties shall be familiar with these duties before the voyage begins: familiarity with drills. Vessel's crew could not properly perform an abandon ship drill. MI observed ship's personnel not bringing required items to the drills as required by the station bill and inability to properly don immersion suits. Vessel must demonstrate completion of a satisfactory abandon ship drill and proper donning of immersion suits to an attending Marine Inspector.

The starboard life boat was unable to be launched using the remote cable from inside the craft. Once identified, the boat was secured, and the remote brake cable was properly adjusted and proper operation was proven.

The vessel has been issued a memorandum approving the request to sail short with the condition to be fully manned in accordance with the Certificate of Inspection prior to departure from Algeciras, Spain. Prior to departure from Algeciras, Spain, provide the U.S. Coast Guard with proof of replacement Able Seaman in accordance with Certificate of Inspection.
