The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea with out danger to the ship or persons on board. PSCDO was notified that vessel was unable to start the No. 1 and No. 2 ship service generators, rendering both generators inoperable. 74 SOLAS (20) I/11(a)
