The following vessels must have on board a properly installed, operational Coast Guard type-approved AIS Class A device. PSCO was made aware by Captain that the AIS was not working prior to entering the Lower Mississippi River. Flag dispensation from Marshall Islands was issued. Vessel was told to report the inoperable AIS on ENOA and did not due to electrician temporarily fixing the AIS. PSCO observed the power supply unit was not holding enough volts to keep the AIS on. Electrician bypassed the PSU creating direct link to the AIS. 33 CFR 164.46(b)(1)
