SHOULD BE MEASURED FROM THE TIME OF MANUAL OR AUTOMATIC INITIATION TO FINAL CLOSURE...THE VALVE CLOSURE TIME SHOULD BE SUCH AS TO AVOID SURGE PRESSURE IN PIPELINES. SUCH VALVES SHOULD CLOSE IN SUCH A MANNER AS TO CUT OFF THE FLOWS SMOOTHLY. DURING FIRST TEST OF THE EMERGENCY SHUTDOWNS PSCO OBSERVED PORT AND STBD SIDES TAKE APPROXIMATELY 41 AND 37 SECONDS RESPECTIVELY FOR VALVES TO FULLY CLOSE. Gas detection equipment should be so designed that it may readily be tested. Testing and calibration should be carried out at regular intervals. Suitable equipment and span gas for this purpose should be carried on board. Vessel crew was using a balloon to fill with propane test gas to test detector in cargo compressor room. Fixed gas detection system manual lists a sample bottle to be used. Currenttest bottle is bolted in cabinet in CCR and cannot be accessed easily to conduct tests except for cabinet panel.
