The purpose of this regulation is to maintain and monitor the effectiveness of the fire safety measures the ship is provided with. For this purpose, the following functional requirements shall be met: fire protection systems and firefighting systems and appliances shall be maintained ready for use. PSCO observed the vessel's low pressure CO2 system read approximately 22 tons. The vessel's manual for the CO2 system states that the minimum CO2 for the system in order to cover the vessel's largest cargo deck is 26.2 tons. The vessel's crew stated they have been aware of this issue since 1 April 2025 and had not reported the issue to their flag or classification society. A review of vessel's SMS stated that any non-conformity shall be immediately reported to vessel's DPA no such report was made.

Oil filtering equipment referred to in paragraph 2 of this regulation shall comply with paragraph 6 of this regulation. In addition, it shall be provided with alarm arrangements to indicate when this level cannot be maintained. The system shall also be provided with arrangements to ensure that any discharge of oily mixtures is automatically stopped when the oil content of the effluent exceeds 15 parts per million. In considering the design of such equipment and approvals, the Administration shall have regard to the specification recommended by the Organization. The 15 ppm Bilge Alarm should record date, time and alarm status, and operating status of the 15 ppm Bilge Separator. The recording device should also store data for at least eighteen months and should be able to display or print a protocol for official inspections as required. In the event the 15 ppm Bilge Alarm is replaced, means should be provided to ensure the data recorded remains available on board for 18 months. PSCO observed that the vessel's Oil Content Meter (OCM) was calibrated on 18 MAR 2025 and tested on 29 MAR 2025. This data was not able to be viewed on the OCM. The vessel's crew stated that they had notified their company to replace the OCM, the vessel does not have an condition of class or flag for this deficiency.
